Blacklist is the Global database created by GSMA allowing carriers to exchange IMEI Numbers of the devices reported as blacklisted (lost or stolen) to carriers across the globe which makes these devices nearly useless in any country. All approved GSMA partners have access to the database.
Carriers are not the only approved GSMA partners. Retailers, recyclers, insurance companies, and even law enforcement agencies have access to this database. This way, sell or use of a reported device becomes nearly impossible which increases the chances of a legal owner to receive the lost device back.
